SUBJECT: GRANT OF BS-17 TO THE OFFICE SUPERINTENDENT (BS. 16) AND OTHER
SUPERVISORY POSTS IN THE PUNJAB.
I am directed to state that the Government of the Punjab has been pleased to grant higher time scale to the Superintendents working in Punjab w.e.f 10.09.2014 as under;
a) One time grant of BS. 17 to all the Office Superintendents (BS.16) irrespective of their
service of length.
b). In future, after 03-years satisfactory performance of office superintendents, they will be
granted time scale promotion in (BS. 17)
Notification of Financial Assistance to the Family of a Civil Servant of Punjab Who Die during Service
Government of the Punjab Finance Department has issued Notification
No. FD-SR-I/3-10/2004 dated 13-11-2014 in connection with Financial
Assistance to the Family of a Civil Servant of Punjab Who Die during
Service.
According to this Notification the Assistance Package Amount has been
doubled for the civil servants of Punjab who die while in service. This
increase in package will be effective with effect from 1st July 2014. The detail of these increase in rates of Assistance Package are as under:

Furthermore, Details of other related relief packages during service death and after retirement death as well as other benefits like Educational Expenditure, Marriage Grant, Funeral Grant, Monthly Grant are as under;
All other terms and conditions regarding this Assistance Package shall remain the same.
It is to mention here that Federal Govt has also issued in Oct 2014 a Assistance Package for the Federal Govt Employees who die while in service.
Notification of Upgradation of Clerical Staff in Balochistan
The posts of Superintendents(BPS-16) are hereby upgraded in BPS-17 in
person to the incumbents after three years satisfactory service as
Supdt (BPS-16).
Note: The Upgradation will not be admissible to those Office Superintendents (BPS-16)
who have already allowed the benefits of BPS-17 with effect from
01-07-2011 vide circular dated 23-06-2011 & 26-11-2011 as well as
those superintendents (BPS-16) who were promoted to any nomenclature in
BPS-16 and granted the benefit of BPS-17 wef 01-07-2011 vide circular
dated 26-11-2011, however these circulars shall stand with drawn from
the date of issuance of this circular.
Upgradation of of the Post of Assistants in Balochistan
All posts of Assistants (BPS-14) are hereby upgraded in BPS-15.
Henceforth, the posts of Assistant (BPS-15) will be placed in BPS-16 in
person to the incumbent after 10 years satisfactory service as Assistant
(BPS-15).
Note: In case of regular promotion of Assistant (BPS-15) to
Superintendent (BPS-16), the service of incumbent shall be regulated
under the condition held drawn at para 1 of this circular.Upgradation of of the Post of Senior Clerk in Balochistan
The posts of Senior Clerk (BPS-09) are hereby upgraded to BPS-11.Upgradation of of the Post of Junior Clerk in Balochistan
The posts of Junior Clerk (BPS-07) are hereby upgraded to BPS-09.Upgradation of of the Posts Class IV Employees in Balochistan
All posts of Class IV employees are hereby upgraded one step higher in person to the incumbents.Note: Creation of Class IV posts and fresh appointments shall remain as same as before issuance of this circular.
Medical Allowance Rates of Civil Servants since 1987
This post is about the history of the Medical Allowance Rates Since
1987. These rates are very useful for the purpose of calculation of
arrears with back date for the employees who are upgraded with back date
and are given benefits from the previous dates.
Medical Allowance @ Rs.50/- per month was granted to the employees of
BPS-01 to BPS-15 vide Finance Division O.M No. F.l/7/Imp-II/87, dated
1st July, 1987. Later on on 01-06-1991 it was raised to Rs. 60/- per
month on the existing conditions. It was fixed Rs. 90/- per month on
01-11-1995 and again raised to Rs. 160/- per month on 01-12-2001.
It was fixed Rs. 210/- PM on 01-07-2002 & Rs. 425/- PM on 01-07-2005 and Rs. 500/- per month on 01-07-2008.
The rates of Medical Allowance were once again revised on 01-07-2010
and at this time Gazetted Officers were also granted the Medical
Allowance at the running basic pay that were frozen on 01-07-2011 at the
introduction of new revised pay scales 2011.
Medical Allowance for the Non Gazetted Staff again revised on
01-07-2014 and its rates were fixed Rs. 1200/- per month instead of Rs.
1000/- The summary of these changes is given below:

Notification of One Year Leave Encashment by Punjab Govt.
Government of Punjab has issued a notification by virtue of which LPR
may be encashed for the period of one year. Same was encashed for six
months earlier.

No.FD-SR-I1/2-141/2012. In exercise of the powers conferred under Section 23 of the Punjab Civil Servants Act. 1974 (Punjab Act No.VIII of 1974), the Governor of the Punjab is pleased to adopt Notification No.S.R.0.70(KE)/2012 dated 29th August, 2012 of Government of Pakistan. Ministry of Finance and Revenue (Finance Division) (Regulations Wing) Islamabad. with the following amendments in Rule 17 of the Revised Leave Rules, 1981:-
AMENDMENTS
(i) In Rule 17. for the words “One hundred and eighty wherever occurring, the words “three hundred and sixty five” shall be substituted: and
(ii) In sub-rules (2) & (5) for the words “One hundred and eighty’ the words “three hundred and sixty five” shall be substituted.
(iii) After sub-rule (5), amended as aforesaid, the following new sub-rules shall be inserted, namely:-

Encashment of leave preparatory to retirement (LPR) not exceeding three hundred and sixty five days shall be effective from the first day of September. 2013 and shall. for the entire period of leave refused or opted for encashment, be applicable to a civil servant retired or. as the cases may be. retiring on or after the first day of September. 2013, provided such leave is available at his credit subject to a maximum of three hundred and sixty five days.
(6-A) The encashment of LPR shall also be applicable to employees of the autonomous and semi-autonomous bodies under Administrative control of the Punjab Government which have adopted basic pay scales schemes and these rules in toto.
(6-B) If at any time during such period, leave is granted on account of ill health supported by Medical Certificate or for performance of Hajj, the amount of cash compensation on account of leave pay shall be reduced by an amount equal to the leave pay for the period of leave so granted.
(6-C) Leave pay for the purpose of encashment of LPR shall be computed on the basis of pay and allowances reckonable towards pension as shown in the last pay certificate of a civil servant.
